The Monographs produced by the International Agency for Research on Cancer (IARC) apply rigorous procedures for the scientific review and evaluation of carcinogenic hazards by independent experts. The Preamble to the IARC Monographs, which outlines these procedures, was updated in 2019, following recommendations of a 2018 expert Advisory Group. This article presents the key features of the updated Preamble, a major milestone that will enable IARC to take advantage of recent scientific and procedural advances made during the 12 years since (...) the last Preamble amendments. The updated Preamble formalizes important developments already being pioneered in the Monographs Programme. These developments were taken forward in a clarified and strengthened process for identifying, reviewing, evaluating and integrating evidence to identify causes of human cancer. The advancements adopted include strengthening of systematic review methodologies; greater emphasis on mechanistic evidence, based on key characteristics of carcinogens; greater consideration of quality and informativeness in the critical evaluation of epidemiological studies, including their exposure assessment methods; improved harmonization of evaluation criteria for the different evidence streams; and a single-step process of integrating evidence on cancer in humans, cancer in experimental animals and mechanisms for reaching overall evaluations. In all, the updated Preamble underpins a stronger and more transparent method for the identification of carcinogenic hazards, the essential first step in cancer prevention. (shrink)

People sometimes make moral judgments on the basis of brief emotional episodes. I follow the widely established practice of referring to such affective responses as intuitions (Haidt 2001, 2012; Bedke 2012, Copp 2012). Recently, a number of moral psychologists have argued that moral judgments are never more than emotion- or intuition-based pronouncements on what is right or wrong (Haidt 2001, Nichols 2004, Prinz 2007). A wide variety of empirical findings seem to support this claim. For example, some argue that (...) arbitrary emotional responses or intuitions induced under hypnosis elicit moral judgments (Wheatly and Haidt 2005). Furthermore, intuitions function as the point of last resort in attempts to justify moral judgments (Haidt, Björklund, and Murphy 2000). On the basis of such evidence, psychologists such as Jonathan Haidt (2001, 2012) and philosophers such as Shaun Nichols (2004) and Jesse Prinz (2007) defend what I call ‘Subjective Sentimentalism’, which consists of three claims a. Moral realism and antirealist-expressivism are of course incompatible positions. They disagree fundamentally about the nature of moral states of mind, the existence of moral states of affairs and properties, and the nature and role of moral discourse. The central realist view is that a person who has or expresses a moral thought is thereby in, or thereby expresses, a cognitive state of mind; she has or expresses a belief that represents a moral state of affairs in a way that might (...) be accurate or inaccurate. The view of antirealist-expressivism is that such a person is in, or expresses, a conative state of mind, one that consists in a certain kind of attitude or motivational stance toward something, such as an action or a person. Realism holds that moral thoughts have truth conditions and that in some cases these truth conditions are satisfied so that our moral thoughts are true. Antirealist-expressivism holds, to a first approximation, that the distinctive moral content of a moral thought does not have truth conditions. (shrink)

As practiced by Alvin Goldman, social epistemology addresses the epistemic consequences and requirements of social practices and institutions. Since political institutions have epistemic consequences and requirements, social epistemology has a great deal to offer to political philosophy. Goldman’s work in this area is rich and interesting, and, in his recent book, Knowledge in a Social World, he has much to say that deserves the attention of political philosophers. I highly recommend, for example, his discussion of freedom of expression, and his (...) critique of post-modernist views about truth. In this essay, I shall focus on Goldman’s characteristically sophisticated and well-informed discussion of the epistemic requirements of democracy. I shall argue that there are instructive mistakes in Goldman’s views, but in drawing attention to these mistakes, I do not want to obscure the significance of Goldman’s work. We value both democracy and knowledge, and, because of this, we need to pay attention to the questions Goldman has raised both about the requirements of democracy and about its impact on the distribution of knowledge. The central philosophical challenge of metaethics is to account for the normativity of moral judgment without abandoning or seriously compromising moral realism. In Morality in a Natural World, David Copp defends a version of naturalistic moral realism that can accommodate the normativity of morality. Moral naturalism is often thought to face special metaphysical, epistemological, and semantic problems as well as the difficulty in accounting for normativity. In the ten essays included in this volume, Copp defends solutions to these (...) problems. Three of the essays are new, while seven have previously been published. Although declarations of the death of God seem to be provocations announcing the end of the era of theology, this announcement is actually central to the Christian revelation in its most classic forms, as well as to its reworkings in contemporary religious thought. Indeed provocative new possibilities for thinking theologically open up precisely in the wake of the death of God. Already Hegel envisaged a revolutionary new realization of divinity emerging in and with the secular world through its establishment of (...) a total order of immanence. However, in postmodern times this comprehensive order aspired to by modern secularism implodes or cracks open towards the wholly Other. A hitherto repressed demand for the absolute difference of the religious, or for “transcendence”, returns with a vengeance. This difference is what could not be stated in terms of the Hegelian System, for reasons that poststructuralist writers particularly have insisted on: all representations of God are indeed dead. Yet this does not mean that they cannot still be powerful, but only that they cannot assign God any stable identity. Nietzsche’s sense of foreboding concerning the death of God is coupled with his intimations of the demise of representation and “grammar” as epistemologically bankrupt, but also with his vision of a positive potential for creating value in the wake of this collapse of all linguistically articulated culture. He points the way towards the emergence of a post-secular religious thinking of what exceeds thought and representation. (shrink)

Jedes Tableau der Handlungsmöglichkeiten, so abstrakt es auch abgefaßt sein mag, ist gebunden an Vorstellungen möglicher Handlungssubjekte, denen wir Handlungsmöglichkeiten zuschreiben. Handlungstheorie ist daher notwendig Reflexion unserer Praxis, in der wir uns selbst als Selbstbewußtsein erfahren, das seinem Verhältnisbewubtsein enthoben (...) ist, ohne dieses dadurch selbst schon aufzuheben zu können. Daß uns Freiheit im Handeln unaufhebbar prekär und problematisch bleiben mub, ist die Grundvoraussetzung dafür, dab wir Handlungstheorien historisch und bereichsbezogen ständig neu entwerfen müssen. Das Verhältnis von Handlungsphilosophie zu Handlungstheorien kann daher so gefaßt werden, daß Handlungsphilosophie die Grundbegrifflichkeit in kritischer Absicht bereitstellt, die den bereichsorientierten, mehr oder weniger deskriptiven Handlungstheorien abgehen muß. Dazu muß die ontologische Differenz von Handlung und Interpretation methodologisch ernst genommen werden. Die radikale Andersheit der hier zu begründenden Konzeption liegt vor allem in der Ansicht, daß Handlungen nicht als isolierbare Ereignis-Entitäten aufgefaßt werden können, die gegenüber der »Welt der Tatsachen des Bewußtseins« eine kausale, d.h. von der Welt des Bewußtseins abgetrennte Rolle übernehmen. A controversy over the pudgala or “person” raged among Indian Buddhists for more than a millennium. Their polemics were at least as much a matter of canonical exegesis as of reasoning and argument, for the “mainstream” Buddhist doctors had to account for—and explain away—the numerous places in scripture where the Buddha speaks of the “person.” The Bhārahārasūtra or “sūtra on the bearer of the burden” was one of the scriptures most frequently quoted and discussed in this connection. The present paper (...) is aimed at presenting a reconstructed Sanskrit version of this sūtra and providing an overview of the doctrinal and argumentative uses that were made of it in the context of the debates about the status of the “person.”. Theories of quantum gravity generically presuppose or predict that the reality underlying relativistic spacetimes they are describing is significantly non-spatiotemporal. On pain of empirical incoherence, approaches to quantum gravity must establish how relativistic spacetime emerges from their non-spatiotemporal structures. We argue that in order to secure this emergence, it is sufficient to establish that only those features of relativistic spacetimes functionally relevant in producing empirical evidence must be recovered. In order to complete this task, an account must be given of (...) how the more fundamental structures instantiate these functional roles. We illustrate the general idea in the context of causal set theory and loop quantum gravity, two prominent approaches to quantum gravity. (shrink)

The fundamental issue dividing normative naturalists and non-naturalists concerns the nature of normativity. Non-naturalists hold that the normativity of moral properties and facts sets them apart from natural properties and facts in an important and deep way. As Derek Parfit explains matters, the normative naturalist distinguishes between normative concepts and the natural properties to which these concepts refer and also between normative propositions and the natural facts in virtue of which such propositions are true when they are true. This chapter (...) explains Parfit's Soft Naturalist's Dilemma. Parfit thinks that normative naturalism is "close to nihilism". According to normative naturalism, normative claims are intended to state facts. Naturalism denies that there are such facts, and yet Soft Naturalism claims that there nevertheless is reason to continue to have normative concepts and to use normative sentences. There is the 'eliminativist' strategy of arguing that in fact no property is normative since all normative properties are natural and no natural property is normative. (shrink)

Some properties are causally relevant for a certain effect, others are not. In this paper we describe a problem for our understanding of this notion and then offer a solution in terms of the notion of a program explanation.

In prior work, we have argued that spacetime functionalism provides tools for clarifying the conceptual difficulties specifically linked to the emergence of spacetime in certain approaches to quantum gravity. We argue in this article that spacetime functionalism in quantum gravity is radically different from other functionalist approaches that have been suggested in quantum mechanics and general relativity: in contrast to these latter cases, it does not compete with purely interpretative alternatives, but is rather intertwined with the physical theorizing itself at (...) the level of quantum gravity. Spacetime functionalism allows one to articulate a coherent realist perspective in the context of quantum gravity, and to relate it to a straightforward realist understanding of general relativity. In the wake of the recent expansion of democratic forms of government around the world, political theorists have begun to rethink the nature and justification of this form of government. The essays in this book address a variety of foundational questions about democracy: How effective is it? How stable can it be in a pluralist society? Does it deserve its current popularity? Can it successfully guide a socialist society?

Radical ontic structural realism (ROSR) asserts an ontological commitment to ‘free-standing’ physical structures understood solely in terms of fundamental relations, without any recourse to relata that stand in these relations. Bain ([2013], pp.1621–35) has recently defended ROSR against the common charge of incoherence by arguing that a reformulation of fundamental physical theories in category-theoretic terms (rather than the usual set-theoretic ones) offers a coherent and precise articulation of the commitments accepted by ROSR. In this essay, we argue that category theory (...) does not offer a more hospitable environment to ROSR than set theory. We also show that the application of category-theoretic tools to topological quantum field theory and to algebraic generalizations of general relativity do not warrant the claim that these theories describe ‘object-free’ structures. The authors argue against direction of fit accounts of the distinction between belief and desire.

What accounts for the offensive character of pejoratives and slurs, words like ‘kike’ and ‘nigger’? Is it due to a semantic feature of the words or to a pragmatic feature of their use? Is it due to a violation of a group’s desires to not be called by certain terms? Is it due to a violation of etiquette? According to one kind of view, pejoratives and the non-pejorative terms with which they are related—the ‘neutral counterpart’ terms—have different meanings or senses, (...) and this explains the offensiveness of the pejoratives. We call theories of this kind, semantic theories of the pejoratives. Our goal is broadly speaking two-fold. First, we will undermine the arguments that are supposed to establish the distinction in meaning between words like ‘African American’ and ‘nigger’. We will show that the arguments are suspect and generalize in untoward ways. Second, we will provide a series of arguments against semantic theories. For simplicity, we focus on a semantic theory that has been proposed by Hom and Hom and May. By showing the systematic ways in which their view fails we hope to provide general lessons about why we should avoid semantic theories of the pejoratives. (shrink)

The aim of this paper is to discuss some aspects of the nature gravitational energy within the general theory of relativity. Some aspects of the difficulties to ascribe the usual features of localization and conservation to gravitational energy are reviewed and considered in the light of the dual of role of the dynamical gravitational field, which encodes both inertio-gravitational effects and the chronogeometrical structures of spacetime. These considerations will lead us to discuss the fact that the very notion of energy (...) - gravitational or not - is actually well-defined in the theory only with respect to some background structure. While punishment is a longstanding object of philosophical scrutiny, other controversial aspects of the justice system, such as policing, have flown under the radar. In this paper, we consider possible reasons why philosophers interested in crime and punishment have neglected policing. We make the case for a broader account of the political morality of the justice system, with a particular emphasis on policing. We sketch the outlines of an egalitarian version of such a theory, highlighting parallels between policing and the (...) welfare state. Finally, we turn to recent calls for police abolition. Evaluating such radical claims requires, we argue, going beyond the traditional confines of the philosophy of punishment and considering a more holistic and interdisciplinary theory of criminal justice. In this paper, I consider the relationship between Inference to the Best Explanation and Bayesianism, both of which are well-known accounts of the nature of scientific inference. In Sect. 2, I give a brief overview of Bayesianism and IBE. In Sect. 3, I argue that IBE in its most prominently defended forms is difficult to reconcile with Bayesianism because not all of the items that feature on popular lists of “explanatory virtues”—by means of which IBE ranks competing explanations—have confirmational import. (...) Rather, some of the items that feature on these lists are “informational virtues”—properties that do not make a hypothesis \ more probable than some competitor \ given evidence E, but that, roughly-speaking, give that hypothesis greater informative content. In Sect. 4, I consider as a response to my argument a recent version of compatibilism which argues that IBE can provide further normative constraints on the objectively correct probability function. I argue that this response does not succeed, owing to the difficulty of defending with any generality such further normative constraints. Lastly, in Sect. 5, I propose that IBE should be regarded, not as a theory of scientific inference, but rather as a theory of when we ought to “accept” H, where the acceptability of H is fixed by the goals of science and concerns whether H is worthy of commitment as research program. In this way, IBE and Bayesianism, as I will show, can be made compatible, and thus the Bayesian and the proponent of IBE can be friends. (shrink)
